Bug Fixes

Fixed an issue seen at scale causing the Neutron OVS agents to start flapping under heavy load.

Fixed a race condition issue with too many concurrent updates to the Glance image shared by multiple hosts when the host state toggles.

Fixed an issue with the VM lease termination policy service among deployments in multiple regions.
