Why Can I Not Edit Certain Resources as Admin While Scoped to 'service' Tenant?

An admin user scoped to the 'service' tenant is not able to perform certain operations for instances residing in another tenant. As seen in the Screenshot, the demo-0* instances are launched in the 'Support' tenant while we are attempting to edit them while scoped to the service tenant.

Certain OpenStack operations require you to be scoped to the tenant whose resources you want to edit. Switch to the tenant where the instances/resources you want edit reside in and retry the operation.
